BIS organizes Capacity Building Program for State Govt Officials

Bureau of Indian Standards (BIS) Coimbatore Branch Office (CTBO) organizes a two-day Capacity Building Programme on 29th & 30th July 2025 for engineers of the Tamil Nadu Urban Habitat Development Board (TNUHDB) at Public Works Staff Training Institute, Circuit House, Mannarpuram, Trichy.


This initiative is part of BIS’s ongoing efforts to promote the implementation of Indian Standards across state government departments, with a special focus on Urban Planning, Construction, Water systems, and Sanitation—key operational areas of TNUHDB. The programme aimed to strengthen understanding of National Standards and encourage their practical application for safe, sustainable, and high-quality infrastructure.


The training was inaugurated by Shri Balamurugan, Superintendent Engineer, TNUHDB. In his keynote address, he highlighted BIS’s efforts and the valuable contributions of engineers in the formulation of Indian Standards. He also welcomed the participants and advised to utilize this opportunity to the fullest. Shri Rathnavel, Executive Engineer, TNUHDB was also part of the inaugural session.


The technical sessions began with a detailed lecture on SP 73:2023, focusing on special development needs for high-rise, industrial, and heritage structures, delivered by Dr. M. Manjuprasad, Retired Chief Scientist, CSIR-NAL/SERC. This was followed by a session on Geographic Information Systems (GIS) by Dr. G. Venkatesan, Assistant Professor, Anna University, Trichy.


Over the two days, the training will cover a comprehensive module tailored for Urban Development and Municipal Corporations, including:


Urban land development, zoning, and sustainability regulations

Geospatial technologies in resource management

Building regulations for resilient infrastructure

Indian Standards on piped drinking water (IS 17482)

Solid waste management (IS 16557, IS 18520, IS 12647, IS 12662)

Water proofing techniques and standards

Plastic waste recycling (IS 14534)

Indian Standards for various types of glass

Non-sewered sanitation systems and bio-digesters

Street food safety standards (IS 16066)


The programme was attended by 28 participants, comprising Assistant Engineers, Assistant Executive Engineers, and Junior Engineers. Participants found the sessions highly informative, practical, and directly applicable to their current and upcoming projects. The programme served as a valuable platform for enhancing their understanding of Indian Standards and integrating them effectively into infrastructure development and public service delivery. The program was co-ordinated by Smt Hemalatha P. Panicker, Joint Director and Shri A Arivazhagan, Joint Director, of BIS Coimbatore Branch Office.
