Special Meeting of Chinnalapatti Town Panchayat Discusses Solid Waste Management Rules 2026

A special meeting of the Chinnalapatti Special Grade Town Panchayat was held under the chairmanship of Panchayat President Pradeepa Kanagaraj to discuss the implementation of the Solid Waste Management Rules, 2026.


The meeting took place at the Perarignar Anna Hall in the Town Panchayat premises in Chinnalapatti, Dindigul district. Vice-President Ananthi Bharathiraja and Executive Officer Ilavarasi were present. Health Officer Manikandan welcomed the participants.


During the meeting, discussions focused on effectively implementing solid waste management activities in urban local bodies as per the directives of the Supreme Court and the Solid Waste Management Rules, 2026. Key topics included waste segregation awareness, public participation, sanitation monitoring, and grievance redressal mechanisms.


Addressing the gathering, Health Officer Manikandan emphasized that the meeting should not be viewed as merely an emergency discussion about waste on World Environment Day. He pointed out that improper waste disposal has led to various diseases affecting both villages and towns, prompting the Supreme Court to issue stringent directives on waste segregation.


He explained that while waste was previously categorized only as biodegradable and non-biodegradable, the new regulations require segregation into four categories using color-coded bins: wet waste, dry waste, sanitary waste, and special waste. The rules also empower local bodies to take action and impose fines on individuals who dump waste in public places.


To ensure smooth implementation and avoid conflicts between sanitation workers and residents, ward-level committees have been formed. Each committee will be headed by the respective ward member and include a sanitation supervisor along with two volunteers or representatives from non-governmental organizations. These committees will act as a bridge between residents and sanitation workers and help maintain cleanliness in their wards.


When ward members asked whether the volunteers would receive remuneration, Manikandan clarified that the positions were purely voluntary and intended for individuals willing to serve the community.


Some ward members also raised concerns about excessive paper waste generated during weddings, ear-piercing ceremonies, and other celebrations due to the use of explosive crackers. Responding to this, Manikandan noted that traditional Sivakasi crackers generate relatively less waste, whereas locally manufactured explosives from areas around Veerakkal create substantial paper litter. He added that the Town Panchayat administration is considering imposing strict penalties for such violations.


The meeting was attended by ward members Velvizhi, Kamatchi, Santhi, Jayakrishnan, Rajathi, Rasu, Ravikumar, Subramani, Amulraj, sanitation supervisors Akilan and Sarala, and other Town Panchayat staff. Head Clerk Muthuram delivered the vote of thanks.


Following the meeting, the Town Panchayat President, Vice-President, Executive Officer, and ward members visited the Resource Recovery Park to inspect the segregation process for biodegradable and non-biodegradable waste.
