The by-election has been necessitated following the declaration of a vacancy in the 103-Perundurai Assembly constituency. As part of the election preparations, the FLC process commenced on June 16 and will continue for five days. Six software engineers from Bharat Electronics Limited (BEL) have been deployed to inspect and certify the EVMs and Voter Verifiable Paper Audit Trail (VVPAT) units that will be used for the polling process.
The verification is being carried out in the presence of representatives of all recognised political parties, ensuring transparency and adherence to Election Commission guidelines. Special arrangements, including a Static IP-based monitoring system, have been established to enable oversight by the Chief Electoral Officer and the Election Commission of India. Adequate police security has also been provided.
A total of 584 Ballot Units, 584 Control Units and 584 VVPAT machines—equivalent to 200 per cent of the requirement for the constituency’s 292 polling stations—are undergoing inspection. The process includes testing the operational efficiency, technical integrity and usability of the machines.
Following the completion of the FLC process, mock polls will be conducted on randomly selected machines in the presence of political party representatives. Election authorities stated that all preparatory works are being undertaken in strict compliance with Election Commission norms and with complete transparency.
